PURC and ECG Host the Energy Regulators Regional Association (ERRA) and Nigerian Electricity Regulatory Commission (NERC)

The Public Utilities Regulatory Commission (PURC) successfully facilitated a meeting and site visit for the Energy Regulators Regional Association (ERRA) and the Nigerian Electricity Regulatory Commission (NERC) during their visit to Accra, Ghana. This initiative was in response to a formal request from ERRA to engage with PURC and the Electricity Company of Ghana (ECG) as part of a tailor-made training course for NERC delegates held from March 25-28, 2025, at GIMPA.

The Secretariat of ERRA from Budapest, Bulgaria, extended a request to PURC to host two ERRA representatives at PURC Headquarters on March 24, 2025. Additionally, ERRA requested PURC’s assistance in organizing a site visit to the Electricity Company of Ghana (ECG) as part of the training course for the Nigerian delegation. PURC acknowledged and facilitated these requests accordingly.

The Deputy Managing Director, Operations and Engineering, Ing. Kwadwo Ayensu Obeng, presented was titled “Overview of ECG Operations and Regulatory Environment” and covered the following key areas:

  • An overview of ECG and a brief historical background.
  • The core mandate of ECG.
  • ECG’s operational structure, including its 92 operational districts and 19 directorates.
  • The business model of ECG.
  • The entire value chain of electricity distribution.
  • ECG’s customer reach which serves approximately 73% of Ghana’s population.

Following the presentation, a Question and Answer (Q&A) session was held where ERRA and NERC delegates posed various questions regarding ECG’s operations, regulatory framework, and industry challenges. The ECG staff provided detailed and satisfactory responses to all inquiries.

On-Site Visit to Ellen Moran Substation: The delegation proceeded to an ECG operational office at Kanda to visit the Ellen Moran Substation. This visit provided the delegates with a practical insight into ECG’s operational framework and infrastructure.

The event was well attended, with over 40 delegates participating in the programme. The diverse delegation included representatives from ERRA, NERC, PURC, and ECG, fostering a rich exchange of knowledge and experiences among the stakeholders.

The engagement between PURC, ERRA, NERC, and ECG was highly successful, providing valuable insights into Ghana’s electricity distribution framework and regulatory environment. The meeting and site visit strengthened cooperation and knowledge-sharing among the participating regulatory bodies and institutions.

The Executive Secretary of (PURC) Dr Shafic Suleman and the Management of the Commission remain committed to facilitating such strategic engagements in the future to enhance regional regulatory collaboration and capacity building.
